You are most likely correct.
Step 2, you have to use the same Event To Activate as the parent if you want to receive from parent. So if the parent is spawning a wave from "Button Click" then that's the event you must use on any child that wants to "receive from parent". It's only receiving from parent, it doesn't have its own event handlers anymore when you assign that.
Alternatively, you can also just fire a Custom Event from the parent, then place other Game Objects anywhere in the Scene (don't have to be children) and listen for that Custom Event and spawn whatever. It's more flexible. You can even limit the Custom Event to fire only on child game objects and many other options, per Custom Event.
