Yeah, if you want it not "always" when a World Variable updates, then you would need a World Variable Listener. Make a subclass of the normal WorldVariableListener, override the UpdateValue method and do whatever (fire custom event), then add a TriggeredSpawner or 3 to listen for that Custom Event and spawn stuff.
