Hey sorry if this is a basic question but I see the volume of a sound group only goes up to 0 dB so I guess the maximum volume cannot be increased after it's imported into the game? Are volume adjustments typically done outside of Unity? Thanks.

Yes, you could use any DAW or wave editing software to compress / normalize / limit the sound effect, then re-export.
Also, if you're not playing the sound in 2d, its distance from the Audio Listener and its 3D max distance will lower the volume.
There may be built in effects in Unity that can make it louder, I haven't used them though.
