my bullets start despawned and inactive, and my wave starts paused...
If I click unpause, then all my bullets (which are just prefabs that pooling boss has made 10 clones of with a killable script on them, and are called with the playmaker spawn action) enable themselves all at once off screen somewhere... and misbehave when I send the spawn event...
how do I start with my wave enabled? and how do I keep all my bullets from all becoming active without sending the action?

The only place I know to set waves paused is to uncheck the "Auto Start Waves" checkbox near the top of LevelWaveSettings game object's Inspector. Did you do that?
Most likely your bullet are set up to spawn in a wave so they are becoming enabled when you unpause and start the wave. Bullets will not just become active if nothing is telling them to spawn. Turn on logging in Pool Boss and see what the source script it (bottom of stack trace in Console).
