I'm not sure if I can send this as a bug given certain reason but I've noticed that in multiple instances when using the Triggered Spawner and the wave offset option. The spawner is not taking the y axis number into account. It works when I make a new project so I'm not sure if it's a issue with another asset or something that I'm inputting wrong within the settings for the Triggered Spawner.
Is there any reason why the y axis would be ignored by the triggered spawner? I can't seem to find any obvious reasons so I'm curious if other assets can cause this issue.

If there's any movement code in scripts on what you spawn, that could cause this. You probably have something doing that. You will need to check by removing all scripts from the prefab and see if the problem goes away.
